PA Forward is a statewide initiative led by the Pennsylvania Library Association that helps libraries empower individuals and strengthen communities through essential life skills. The program focuses on five key areas, known as the Five Literacies:

- Basic Literacy – Reading, writing, and comprehension
- Information Literacy – Finding, evaluating, and using information effectively
- Civic & Social Literacy – Understanding and participating in our communities and government
- Health Literacy – Making informed health and wellness decisions
- Financial Literacy – Managing money and making sound financial choices
- Offering programs and workshops that align with one or more of the Five Literacies
- Providing access to books, digital resources, and databases that support learning and personal growth
- Creating welcoming spaces for learning, discovery, and community connection
- Helping patrons develop the skills they need to succeed in school, work, and everyday life
